Online gambling moves forward in Buenos Aires City, Argentina

(Buenos Aires).- Online gaming regulation was sent to Buenos Aires City legislature by the Lottery of the City (LOTBA) had a favorable ruling at the end of a joint meeting of the Commissions of Economic Development, MerCoSur and Employment and Budget policies.

The Resolution 80, sent by the City Mayor to be considered by the City Legislature with the signature of the President of LOTBA Board, Martín García Santillán, and permanent directors María Agustina Pando, María Dolores Pujol, Guadalupe Navarro and Laura Diaz Alberdi.


The Commissions agreed to sign the ruling recommending the approval of the regulation for the modality of each of the games created by the Resolution of the Board of Directors 321-LOTBA/18, which was admitted by the Legislative Body towards Resolution 487/18, December 13th, 2018, and its demands of enforceability, together with the Responsible Gaming Integral and Social Policy, complying with incise a) Article 18 of the Law, according to consolidated text Law Nº 6.017, articles 5° and 10° of the named LOTBA Resolution.


The demands of enforceability refer to the rights, obligations, criteria for granting and revocation of the Online gaming agencies; to the modality of collection and raising and the homologation and requirements of the technical systems.


The City Mayor sent four annexes: the first one consists of the Online Gaming Regulation contained in 15 articles; the second one is he regulation of the requirements of enforceability of the games, in 18 articles; the third one, divided in chapters: About the Systems (1), the users (2), the games (3), the generator of random numbers -RNG (4), payment methods (5), the records (6), responsible gaming (7), fraud prevention and money laundering (8), About the integration with providers (9), the devices (10), the internal control system (11) and About security and management (12); a total of 66 articles. Finally, the fourth annex refers to the Integral and Social Policy of Responsible Gaming Backgrounds, Action Guidelines, General Measures, Age limit/ underaged protection, Tools for the User, Economic Transactions, Advertising and Standards for Responsible Gaming.
